Finally, the Minister received the Movement for the History, Geography and Social Sciences on Thursday December 30 at 17:00. Also present were representatives of the Heads of Schools Race Geography of Chile and teachers of the Lyceum No. 1 Viña del Mar among others.
The minister, together with the Head of Curriculum and Evaluation Unit (ECU) Barbara Eyzaguirre finally heard our arguments and proposals. Before giving the speech, the minister called to consider the issue of civic education to the future reform that will make voluntary voting.
To be referred to the minister:
- That this issue is not a matter of hours and less. It is a problem that has to do with the sense of historical education, geographic and social (EHGS) that the Ministry and the authoritarian and non-transparent intervene in the curriculum. We disagree with the meaning of instructional EHGS is in the new programming for the basic fifth to first half. Chile needs a quality education according to their historical and social reality, contextual and dialogue with society's expectations and projections. Citizenship is measured in the street, not in the SINCE.
- that our rejection of the measure is against the teaching of Language and Mathematics if not quite the contario that: we want to encourage interdisciplinary and cross-disciplinary content of the EHGS with language, math, science , ethics and arts. Learning and improving language and math does not exclude the development the geographical and social historical thought. There are national and international evidence for it. The EHGS can develop language and mathematics so that there is no need to reduce hours. Its decline may have unexpected consequences in the formation of our young citizens.
- That the new programs (including reduction) present doubts and questions about the rationale and educational arguments for the measure. Fundamentals which should be clear to the NCED and the social actors involved. So far I know these arguments invite the Curriculum Unit to make them explicit and to convene the stakeholders to discuss it.
- are we according to the improvement of the quality of education but transparent the SINCE. We are concerned that the tool to assess the educational policy, has SINCE unclear issues such as the instruments have serious methodological problems. We are also concerned that covers all aspects of the curriculum framework and there is no clear policy on disaggregated data delivery and at the same time there is the unwillingness of the UCE to open the data to researchers. If the measured SINCE education policy, we want to do well to avoid stigmatizing so light so public schools with red lights that do not account for some if they demonstrate progress. Along these lines was asked the Minister a public signal that the measure is talking to in order to avoid further redundancies to teachers.
The minister promised to discuss the extent and form a working group to discuss the EHGS and to "make things right." The idea is to do it before the end of January. The Chief of the Unit Curriculum Eyzaguirre Barbara undertook to contact us during the first week of January.
major step has been taken to reverse this misguided measure but needs to materialize quickly. Education Minister and head of the UCE must comply with agreements reached at the meeting on 30 November and the convening of the table work this week. Rodrigo Vásquez Henríquez
